Small-scale grain farmers in the American Midwest did not lose seed sovereignty overnight. They lost it variety by variety, growing season by growing season, as subsidized hybrid seeds outcompeted open-pollinated ones on price and convenience, then on familiarity, then on the sheer absence of anything else at the co-op. By the time anyone raised the question of dependency, the infrastructure for independence had been dismantled.

Singer's reporting on education describes the same sequence at the institutional level. Apple, Google, and Microsoft did not walk into school board meetings and demand compliance. They offered discounts, sent trainers, built platforms that integrated with each other and with the administrative software districts already used. Districts adopted the tools. Teachers learned them. Students grew up on them. And now those companies sit at every node in the supply chain Singer identifies: the devices, the software, the professional development, the data infrastructure, the curriculum platforms.

A classroom where every student logs into a Google account to access their assignments, submits work through a Google Doc, and receives feedback through Google Classroom is not a classroom that made one decision about Google. It is a classroom that has been progressively rebuilt around one company's model of what learning looks like and how it should be recorded. That is a monoculture. What the Supply Chain Frame Reveals

Most debates about tech in schools orbit around a familiar set of questions: Are the devices good for learning? Do they distract students? Are the apps age-appropriate? These are real questions, but they focus on the product rather than the relationship, the way you might evaluate a meal without asking who grew the ingredients, who owns the restaurant, and whether the kitchen staff can ever cook anything else.

Singer's framing shifts the inquiry upstream. When a company controls teacher training, it also shapes which pedagogical approaches teachers learn to value. When a company controls the platform on which student data is collected and analyzed, it also shapes what counts as a measurable learning outcome. When a company controls the devices, the software, and the professional development simultaneously, the school district is no longer a customer making choices. It is something closer to a franchisee operating within a system designed by someone else.

The data dimension of this deserves particular attention. The Electronic Frontier Foundation alleged in 2015 that Google was scanning student emails sent through Google Apps for Education for advertising purposes, a complaint that prompted Google to revise its policies for student users. That was a decade ago, and the data collection capacities of these platforms have grown substantially since. Districts rarely have the legal or technical staff to audit what is being collected, retained, or shared. The Case for the Platforms, Stated Fairly

Proponents of tech integration in schools make arguments that should not be waved away. The platforms facilitate communication between teachers and families previous generations of school infrastructure did not. Whether access and autonomy can be held simultaneously, or whether the access these platforms provide requires the kind of dependency that forecloses other options, remains unclear. In food systems, that trade-off has a long and documented history. Rural communities that traded regional food diversity for the convenience and scale of consolidated distribution found, decades later, that the tradeoff had reshaped not just their supply chains but their local economies, their agricultural knowledge, and their capacity to feed themselves outside the system they had accepted. The question for school districts is whether the institutional equivalent of that reckoning is already underway, or still ahead.

What Fragmented Governance Cannot Do

American public education is administered at the district level, which means thousands of separate institutions, each negotiating separately with the same handful of corporations. Google, Apple, and Microsoft have legal teams, policy teams, and government relations teams that outnumber entire district administrations. The resulting negotiations are not between equals, and the contracts that emerge from them are not always transparent to the parents and taxpayers whose children are the subjects.

Slashdot's headline on Singer's story asked the question directly: "Has Big Tech Captured America's Schools?" Singer's reporting does not offer a verdict so much as an accumulation of evidence that the question deserves a more serious answer than it has received from the policy community.

What does a serious answer look like? At minimum, it probably requires treating school districts as public institutions with sovereignty interests worth protecting, not just procurement offices with purchasing decisions to optimize. It requires asking not just whether a platform works, but what it costs to leave it, and who holds the exit ramp. It requires school boards to have access to the same quality of technical and legal analysis that the companies bring to every contract.

Seed sovereignty advocates spent years building the policy and institutional infrastructure that would let farmers opt out of consolidated systems when they wanted to. They did not always succeed. But the lesson from that work is that the time to build alternatives is before the dependency is complete, not after the supply closet is already full of someone else's equipment.

The carts of Chromebooks will not disappear from American schools next year or the year after. But the conversation Singer has opened is about what it will cost, over the next decade, to have made this particular set of choices without asking those questions first.
