When people are told, repeatedly, that the food supply carries risks that require ongoing personal vigilance, and when that vigilance produces no clear endpoint — because recalls keep coming, alerts keep arriving, and the system offers no reassuring "you're safe now" — the protective behaviors themselves can start to feel futile. That's not weakness; it's a rational response to a signal architecture that has no off switch.
