That's not a shrug. That's a policy statement with real downstream consequences for infrastructure investment, subsidy priorities, and the millions of households who don't have great options.
What the FCC Actually Said
The framing the commission landed on is "technological neutrality," and it's worth sitting with for a second, because it's doing a lot of work here.
According to Broadband Breakfast, the FCC's Notice states directly: "Assuming a long-term goal of 1,000/500 Mbps may be unreasonably prejudicial to technologies such as satellite and fixed wireless that presently do not support such speeds."

But here's the thing: "technologically neutral" and "ambitious" aren't mutually exclusive. A goal can push all technologies to improve without mandating how. Setting gigabit as the aspiration doesn't prevent the FCC from also subsidizing fixed wireless in places where fiber doesn't pencil out — it just keeps the pressure on. Around the same time this decision landed, Popular Mechanics reported that Japan had smashed the internet speed record. The r/technology thread captured the community reaction well — "incomprehensible" was the word one commenter reached for when placing these two stories next to each other.
Countries that treat fast internet as a national infrastructure priority tend to get fast internet. That's not a controversial observation — it's basically what the last two decades of global broadband rankings have shown. The US has never led those rankings, and the policy environment this decision creates won't help close the gap.
That's the argument worth making plainly: dropping a speed goal doesn't just freeze ambition where it is. It signals to ISPs, to infrastructure investors, and to state policymakers that the federal government's definition of "good enough" has a low ceiling. Investment flows toward incentives. When the incentive structure says gigabit is no longer the target, less capital moves toward building the infrastructure that could get you there.
What It Doesn't Do (And Why That Matters Too)

The places most affected are the ones still waiting — rural communities where the business case for fiber is marginal, where the federal subsidy money and the policy pressure were the things most likely to tip a buildout from "maybe someday" to "breaking ground." When the goal disappears, the urgency does too. And the communities that were closest to the edge of viable are the ones who fall back off it.
There's also something almost perverse about the equity framing here. The argument that gigabit goals are unfair to slower technologies lands differently when you apply it to actual people: the households who already have worse internet are now being told that the government's official aspiration is to not aspire past their current situation. The policy is presented as protecting them from unrealistic goals. The effect is that the infrastructure gap they're living with becomes the new normal rather than a problem to solve.
